1997 Mercury 115HP flywheel stuck

The flywheel is stuck on my 115 hp mercury outboard I pulled the plugs still no luck.

Then I pulled the lower unit still no luck.

what is the next step to solving this problem.

The plugs and lower unit have nothing to do with the flywheel. I suggest a wheel puller and a shop manual before you do anything else.

Remove the head and look for damaged piston.
