hole in distrubater cap?

i have a 1975 merc 85 hp motor the cap has a hole made in to it i was wondering if its made to be open r a rubber piece suppost to be there to cover hole?

It is to allow moisture to escape. Ford trucks have them on most older V-8's. It is a vent.<br /><br />Bob
