Merc 150 hesitates

I have a 1990 Mercury Black Max 150 which hesitates when I give full throttle. When cold, it chokes and coughs a lot, but then slowly smoothes out. It also smokes a lot when cold, but I figured that was normal for a 2 stroke. Anyway, it always hesitates, warm or not, when I punch the throttle. My guess would be that the fuel mixture is off and needs a tuning, but I'm not sure. Hesitation is only a few seconds, then she jumps right up on plane.I wasn't about to attempt tuning three carbs without a lot of advice first.<br />Maybe it is something else? I checked the plugs, but I'm not sure what I'm looking for.<br />New to boats,<br />Adam

I would start with a tune up first, like new plugs, check wires etc., clean carbs/fuel system. Then see what you have.(if above not done yet)
