Default Mercury Horsepower within powerhead size

I've been told it is relatively easy to increase the hp of a Mercury 9.9 (1994 vintage) up to 15hp. I was wondering just how 'easy' it is or how much it would cost to have someone else do the work?

you are correct on the powerhead sizes being the same. it is possible it is just a carb change - but it could also be other tuning like compression and timing.

Thanks for quick reply. I had occasion to stop by dealer this AM. Estimate was $150 for new carb & $50 labor. Not too shabby, when I was considering $2000 just to get to 18 hp!

Yes, I know, but I'm faced with a horsepower limit on my two favorite lakes; 18 hp on one and 10 hp on other. This upgrade is very common (I'm told) and is in widespread use on boh lakes.
