Default Mercury Steering linkage problem

My steering linkage on my 1976 175 merc is seized. Its a dual cable rack and the problem seems to be at the motor. The rod at the motor end of one cable appears to be seized in the tube that runs through the motor/transom mount.I've tried persuading it out with a hammer, and a little heat and a hammer but it does not budge.Any ideas?Thanks

Super Dave, Disconnect the steering linkage arm from motor.If the motor moves by hand then it's a frozen cable in the tilt tube(like u said).If the motor does not move after disconnecting all steering from motor.Then,the steering shaft(vertical)that runs through the motor bracket is seized.Try penetrating oil,heat,grease any fittings.There is a product called PB Blaster that works great.If any fitting does not accept grease,use heat on the area,then grease while still warm(hot).

Thanks Reel Appeal. I took the linkage off and it appears to be seized in the "tilt tube". I'm going to remove the tilt tube with the rod still within so I don't have to work with a lot of heat near the motor. I'll try the "grease while hot" idea as well.
