Slack in shifter cable lines

Hello -

I have a 1969 Mercury 800 80 HP engine. It has an older shifter with a "neutral throttle" control and the F-N-R control. Is it natural for slack to build up in these lines over time? My neutral throttle control does not begin to give the motor gas until it's about 1/2 way up, and my F-N-R control has a similar problem, even though the cables are moving in the sheaths. Is there a way to take up this slack?

Thanks for any advice.
