48 johnson problem

i have 1996 48 hp johnson that when you start it it runs very fast high rpm and you can't get it to slow down when you turn the key off it still runs fast when i pull the emergency stop switch it still runs I have to disconnect the gas line and let it run out of fuel to get the motor to stop running. i called the marina and they want to rebuild the carbs to me this doesn't seem to be the problem. does anyony have any other suggestions?

Sounds like you have a couple of problems. Sounds like the throttle cable or carb adjustments are way off. If you put the fast idle lever down with the throttle in neutral and its runs way above idle speed, fix that system first. You also have an electrical problem. Check the main harness plug at the engine. Disconnect it and clean the terminals.
