Default 115 Mercury 4-Stroke - no RPMs

My new 115 Mercury FEI outboard has the slows. The max RPMs I get at full throttle is between 3800 and 4000. I have had the motor to the Merc dealer twice to correct the problem but still no R's. It should rev to 5000 RPM minimum with no problem. The dealer seems to be loosing intrest in fixing the problem. Is there a problem with the 115 HP 4-stroke?

I agree with JB, I'd make sure I had the correct pitch prop for your boat weight etc.. I have an '02 90 hp Merc. 4-stroke on my 20' Bennington pontoon. Engine turns 5300 rpm with 13" pitch prop.. Three people and full tank of fuel. Dealer advised using 11" pitch for max rpm which is 6000. I think max of 6000 rpm is same on your engine.
