Idle adjustment

Hello, got an easy question for the experts. Why is it that my 88 rude 120 idles fine on a water hose but in the water the idle is much lower, how can I adjust the idle up? Idles about 550 on the water and 850 on a hose. Thanks in advance.

Adjust the idle to 650 RPM in the water AND in gear. It's not possible to adjust on the hose. It will always idle way higher on the muffs.

on muuf there is no back pressure on the exhaust, idle must be fine tuned in the water, adjust it high on muffs, then fine tune.

I know this sounds dumb but how do I physically increase the idle, where is the adjustment made?
