1994 88 spl wont tach under load over 3k

I have a 17 ft 1972 mako cc with a 1994 88 spl outboard on it it will not tach over 3000 under load fine when not in gear.suggestions on where to start please.

An engine running on half its cylinders will rev like crazy in neutral. You need to start with the basics. Check all cylinders for spark. Compression check. Squeeze the primer bulb a time or two when the engine is acting up. If this helps you have a fuel delivery problem (very likely weak fuel pump). Carbs opening fully. When were the carbs cleaned and rebuilt last?

I had it tuned up by a local shop last year,compression in all cylinders is good, i tried the bulb squeezing did not help and cleaned carbs,put all four new coils on end of last year.and stil refused to tach.I will change fuel pump see if thats it .thanks
