'68 mercury 110, 9.8 fuel pump ?

I ordered a fuel pump rebuild kit for my Merc 110 9.8, it was spewing fuel out on one side when the bulb was pumped. When I took the old diaphram & gasket off, and opened the package of the new stuff, there was not only the gasket and diaphram, but another gasket with 2 small holes in it. (pencil eraser size) I put it back together without the extra gasket, (just like the old set-up) and it spewed out in the exact same place. Is that other gasket necessary? If so, does it go on the fuel side, or the vaccum/pressure side of the fuel pump.
