Default mercury outboard low water pump pressure/excessive smoke and unburned oil

I have just bought a 1989 60hp mercury, it had little water stream pressure at idle so I replaced the water pump. Its still the same way and I notice alot of unburned oil and smoke coming out of the prop area exhaust. also is there suppose to be some water sputtering out of the upper exhaust holes on the back of motor exhaust ports?

The low stream could be slightly clogged. I had one that had some sand and small debris stuck in the end and cleaned it out with a small allen key. The smoke and oil is normal to an extent as long as its not leaving a oil slick on the surface of the water. The water coming out of top exhaust is also a normal operation.

take a 12 or 14 guage wire, and run at least a foot or more of it through the pee hole, and run it in and out, to clear any debris. If you are concerned about cooling, run the motor and you should be able to touch the upper cylinder heads without being burned.
