Shift Cable Adjustment 93 90 hp evinrude

I thought I followed the instructions in the service manual when I replaced the shift cable. Very difficult to shift into reverse. If I try to adjust it in that direction, it becomes difficult to shift into forward. What am I doing wrong here?

Assuming the cable is original fit,and with the shift cable disconnected,I always actuate the shift arm manually into forward and reverse and then back to neutral(while spinning the prop of course).This establishes the shift arm position.Now with the control lever in the neutral position attempt to connect the cable.If the holes for cable bolt are not exactly aligned,then adjust the cable trunion until they are and reinsert bolt.Fine adjustment may or may not be necessary.
