Hard to start sometimes, Hard to keep running sometimes. Rebuilt carb, New stator, new plug, Gas good. Any suggetions?

If it's used at low RPMs a lot, it could be choked with carbon. Heck, after 20 years it may be carboned up regardless of how you run it. You might try a de-carb (see FAQs).
