Default 1988 evinrude 120 2-stroke power problem

I am posting this for a friend. From what I am told the problem is, When the motor is running at low rpm for 5 minutes or so, then when you try to go at WOT the motors rpm go up then down and it keeps repeating. The only way to correct this is to turn if off let it sit for a minute then restart and take of and everything is fine until you have to slow down again for a no- wake zone or something. Anyone know about a possible solution

Suggest to him that it is time to rebuild the carbs.

Sounds like maybe the SLOW system is kicking in. Do any alarms sound. Is the motor getting hot?

As far as I know no alarms sound and it doesn't get hot, does this eleminate the slow system?

It eliminates the SLOW system functioning properly.You could have a bad powerpack, where the slow system originates from. I agree with myoutboards. A service manual will have testing procedures for the SLOW system.
