Evinrude 75 HP fuel filter

New to outboards, just bought a 1968 Boston Whaler Nauset to restore , it came with a 1984 75 Hp Evinrude. Have "0" experience with Outboards so the question might be a little simple. Motor does not start to well , when I pump up the bulb from the fuel tank that will get the motor to start even after it has been running .My question is the clear plastic fuel filter never seems to fill up I keep pumping ,I see the fuel go into the filter but it always seems mt ,is this normal?

That's perfectly normal. Fuel is being drawn through that part of the fuel system rather being forced so it will never be full. Likewise, the primer bulb will not stay firm after the engine starts for the same reason. Pumping the primer bulb is the first step in starting the engine, especially if its been sitting for a few days or more.
