motor revving up when in forward

I have 55hp johnson motor(not sure of year) on a 1984 24ft suntracker pontoon boat, that has a problem with the motor revving high when going forward. Slow forward is OK, but as I ease the throttle forward all the motor does is rev higher with no increase in speed. Is this a lower unit problem or a prop hub. Thanks

Sounds like a spun prop hub to me. Pull the prop off and make a mark on the hub and the outer ring, put it back on and run it, then pull the prop and see if the marks have moved.
