Just bought a used (1986) 20' bowrider with a Johnson 115 HP outboard. Had it out for the second time and after 45 minutes on the water, the engine started to sputter but never stalled. After about 20 minutes trying to get back to the marina, the engine kicked back in and seemed to run fine. After another 10-15 minutes this routine repeated itself. This went on one or two more times. Eventually, the engine would only sputter (at roughly 3000 RPM), and could not generate enough power to plane up. It was up to 5000-5500 RPMs when it was running better. The engine sounds like it is trying, but can't generate any pep. Carbs and jets have previously been checked and cleaned. It has been suggested there may be water in the fuel. Does this sound right? Any other suggestion? Thanks.
