1989 Evinrude 150 won't run over 2800 RPM's

It's a 1989 Evinrude XP 150. The rpms stops at 2800 and the boat will not plane out. If only 1 person is on board some times you can get it to go above 2800 rpms. It top out at 5200 rpm.
