what is this black knob on my controls?

Hey everyone. I have a 1988 70 HP Evinrude 3 cyc 2-stroke outboard. I have the Manual but it doesn't cover the controls. What is the black knob do under the key? It turns left and right, my buddy was turning it and I'm not sure what position it should be in. My guess is it has something to do with the throttle? That's the friction setting for the throttle.It helps keep the control at the setting you select. Too tight and it's hard to change speed,too loose and it creeps back towards idle.I recomend keeping your hand on the throttle conrol at all times.Beyond that ,set it where it feels comfortable.<br /><br />DHP
