My Johnson 9.9 Outboard Motor Model J10SELE fails to idle slowly. With throttle set low the motor races to excessive rpm, then stalls out. It appears fuel-starved. What are likely causes? Are there diagnostic tests I could try. The symptom resembles motor behavior after fuel line is disconnected.
