9.9 down on power?

Just bought an Evinrude 9.9 model# 10524C. I'm using it on a 1974 12' Allumacraft. While out for the first time I had some problems starting but it did finally kick over. Seems to run fine but with a buddy and myself aboard it didn't plane. Also there's a slight hiccup at low speed. I've ordered a Seloc manual and am bidding on an original manual. Seems like a similar rig I rented once went a lot faster.

Haven't done anything mechanical with it yet. I'm waiting for the manuals to arrive. First thing I'm going to try is adjusting tilt and trim.
