I have a recently acquired fishing boat with a 1990 Evinrude 25 2 cyl. It has been sitting for over a year, and won't idle. I'm thinking it's 'gunked up' from sitting unattended. It runs fine as long as you squirt gas into the carb, but will not run on it's own. The carb looks like a nitemare to take off for rebuild (starter has to be removed?) Is there any other way to clean the carb without removing it?

The carb has to be removed, and taken apart to clean. Get a manual and study that. The job is not as hard as it seems. Post back, and we can help you through it.

I too was intimidated by what had to be done to remove the carb from my 2-cyl 35 hp. But it's like the cat eating the grindstone - just a little bit at a time. Now I can have the carb off in about 15 min.
