the 1960 Johnson 10hp seahorse, newly bought starts to make a clacking noise at idle and in nuetral it seems like its trying to throw itself into gear till it dies, can't get a high rpm and there is writing on the engine and hood that says #17 SHEAR PIN.

Try putting your hand on the armature plate just up underneath the flywheel when at idle. Be careful. Does that seem to be the source of your clacking?
#17 is doubtless the shear pin that the prop takes. It should be stainless, 3/16" in diameter and 1 - 3/16" long.
Check your spark. You should be able to draw sparks 3/8" long off each spark plug lead. If it's significantly less, you're likely arcing over somewhere. Probably that would be the ignition coils. Fortunately, new ones are cheap. Tell us what you find!

the clacking sound is in direct reltionship to the bucking/jerking motion like its trying to throw itself into gear.

Re: year of johnson seahorse 10hp???

Hi Rick,
Is the clacking sound actually connected to the gearshift lever position? .ie, does it go away when in reverse or forward gear? It's possible that the shift rod disconnect is already disconnected and your lower unit is somewhere in between gears.
It's also possible that there's other issues at play in the gearfoot itself. The shifter yolk is a pot metal and can be broken fairly easily, particularly if the motor has been subjected to neutral drops (hi rev gear shifting). It could also be a worn shift dog clutch and/or gears. It's time to start narrowing down the source of the symptoms. With the motor OFF you should be able to shift the lever front to back and spin the propeller ONLY in neutral. In forward and reverse gears you should have about a quarter turn of rotation lock to lock.
It's also possible that the jerking and bucking is caused by a lean condition with the carb - could it be a "sneezing" noise? Could be caused by the low speed needle being set to far clockwise, or it could be a gummed up carb.

- Scott

I have that same motor, with the same problem. I found an exhast leak coming from a burned gasket on the lower unit. I fixed that and the problem went away.

ALL RIGHT!!! I will check this all out asap...My 33' sailboat grounded and was beat to pieces by the high tide waves north of San Diego last month and I had a borrowed 10 hp Eska or something onboard which got munched...I had to go to ebay and buy a replacement engine to make the loaner right...it was this johson which I am trying to make sure he's not stuck with a lemon, so I and he really appriciate the input and assistance...thank you all and now its time to put this wisdom to work..I'll let you all know ...Aloha, Rick...
