2009 ST175 Live Well Question

My boat is new and I'm headed out in the morning so no time to contact the dealer with questions.
The boat has two live wells with a single hole with plugs in the bottom of each. There is a PVC type fitting at the top of the well that screws in or out, that I can't figure what it might be used for, and beside that is another hole without a plug.
Can someone tell me how the wells fill and how can the bottom plug be left out without flooding the live well compartments and what the screw fitting in the well is used for?
