I have a 2001, Mercury 90 ELPTO. I'm wanting to put a fuel pump kit in it. Here on iboats they sell a Sierra brand. Is the Sierra brand of good quality? Also the best I can tell I would need a # 18-7818, can someone confirm that?

I've had no issues with Sierra parts. They are more generic than the OEM stuff so you will most likely get extra parts in the kit that don't belong to your motor. The Sierra kits are put together to cover a wider range of applications.
