67 Larson American--Weird rubber in KEEL?

67 Larson American--Weird rubber in KEEL?

Guys, i have a preety bad shaved keel which takes on water and while sanding it and getting it ready for repair i noticed a black rubber like substance just before i hit fiberglass.Does anybody know what this is? It doesn't look like a Keel guard just part of the very bottom of the keel.

Did Larson used rubber in there Keels for that year?

If so how would i go about replacing that or adding it back?
