50 HP Mercury 3 stroke, runs great the surge or just idle

I have a 1996 Mercury 3 stroke 50 HP. I just got the boat and need help. The first time I took it out it ran perfect for about 3 min. and the when to idle only. When I gave it gas it would just bog down.

I put in a gasket kit for the fuel pump, checked the compression, removed the fuel fiter just for trouble shooting, and hooked up a new fuel tank and bulb fuel line with 93 Oct. gas. It runs a lot better but a WOT it surges from running great to bogging down then back to running great . I would like to know what should I do next? Thanks

Errr....thats 3 Cylinder not 3 stroke.

What were the compression figures?Was the vent on the fuel tank open?

3 Cylinder sorry about that. It was the vent the whole time. Some one ran the fuel line and vent line together in a T fiting. I wonder what other problems I mite find now. Thank you for the help.
