1989 Century CTS steering question.....new owner....

Hi folks,
I just purchased a 1989 Century CTS ski boat with 5.7L Mercruiser. No power steering equipped. This is my first stern drive boat (had outboards before), steering with a rudder is new to me.....and learning everyday

My issue is that the steering is extremely stiff. I'm thinking the cables? may need lubrication? or is there something else to lube???

Is anyone else familiar with this model boat???

I'm the second owner; previous owner bought it new off the showroom floor for $24k.
