Key West 1520 water drain problem ?

New to the forum an have a KW 2002 1520 with 70 yamaha. Bought boat new an now having problems with the water not draining around fuel tank. Which in turn now has caused problems with water getting into fuel at the gauge/sender on fuel tank. Opened the hole over fuel tank an can see water over tank. Tried to flush out area but water still sits. Does this area not have a drain ?
