Default oil in the bottom half of motor

Hello ...I' m a very newbie!!! I piked up a 1975 75 horse and a 73 85 horse chrsyler boat motors and I was wondering how and how much oil should I have in the bottom half of them. I removed the small screw plug and the was no oil showing
