When I raise my outboard it slowly lowers back down (within 2 minutes). Also when I initially hit the switch to raise it, the pump motor goes on but it takes about 5 seconds before the motor will start tilting. Does the fluid need to be topped off? And if so, what position should the motor be in when topping off the fluid. Should it be all the way up or down? If after topping off the fluid it still lowers slowly, what could the problem be?
