And what have you checked so far, or done to try and locate the source? 1) It may be injector oil which would point to a leak between the front of the engine and the VRO. 2)It may be a mixture of injector oil and fuel which may be a leaky fuel pump, fuel lines, or carbs. If its #2, you also have a fire hazard as well as a polution situation. A little eyeball work should show where the problem is.

The motor has been gone into before. The previous owner burned a piston and the mechanic said the oil injection may have not been working porperly so they disconnected it. Now I mix the oil with the fuel as needed.

So if that's the only way it could accumulate, it would be a fuel leak.

I don't notice a fuel ordor.

I'd pull the cover and take a look.Sqeeze the fuel primer bulb and look for leaks.Do the same with the primer bulb on the oil tank.

If nothing shows, pull the air silencer, run the motor, and see if the reed plates are spitting fuel out the front of the carbs.

Also could be bad hoses on the engine itself. They bleed excess gas from one chamber or another, out of the engine.

DHP

I had the absolute same thing happen to me about two months ago. Oil under cover running down lower unit everthing like you. I took it to a marina thinking that it was my carbs leaking at the seals, but it ended up being every where my fuel hoses connected it was leaking it cost about $5 in parts to fix. He just put new clamps on. He could see fuel leaking when he pumped up the bulb also. But just to be safe I would replace all clamps, it was a cheap fix, and it has not leaked since.
