I've tried multiple times to set the link and sync the way the manual states with the throttle plates starting to move with the advance. What I've found each time I've done this is that I ended up with the very problem you have. Always ended up setting the cam follower back to being about 1/32" away from the cam where it was when I bought the motor. Motor always runs great with full power then with solid consistent response through the entire throttle range. My boat mechanic friend told me that this has been his experience as well. BTW, when you get it working in forward, make sure to test also going into reverse. Just my personal experience.
