"89 70 hp alarm goes off ..but not hot

i got this motor from father in law..lol. he said even when it was new the alam sounds and it shuts down when run over 4200rpms . The stream is not hot at all,it starts running again fine when shut down for 30 sec. or so.The vro has been by-passed but no one in all these years has found a fix for this problem,,,any ideas?

If the engine has not had a new water pump and thermostat installed in the past couple years, do so even if the engine is running at the normal temperture.<br /><br />If after the above, the engine is still setting off the alarm, get back to us.
