    For kicks and giggles, I pulled the pulse line running to the fuel pump, and ran it by pumping the bulb - no change, nor is any fuel leaking down the pulse line, so the fuel pump is good. A lot of reading I did pointed to reed valves - swapped them top for bottom, and still no change...

    I just swapped the carbs with each other and did a cylinder drop test, problem stays with the same #1 cylinder, so it's not the carbs.
