I am new to owning an outboard motor. I purchased a 1977 Evinrude 15hp motor. I took the thing out today to give it a test run and had a couple of issues I am unclear what to troubleshoot. The motor bogs down when I get it up to full speed, and I could only pull about 6 mph in my 14 foot dinghy...
