    When working on a 1983 Mercury 25 HP (Outboard) and a procedure says, "Remove top cowling," exactly to what is it referring? Is this just power head cover? Or, is the "top cowling comprised of several components? For example, is it all that covers the power head above the lower shroud?

    It is a 3 pronged fixture covering the flywheel; the manual start cord is underneath (spring loaded) and coiled around an 8" plastic wheel that connects to the flywheel for manual cranking. Mine is broke and looking for a used part.
