Is this 1992 Evinrude 115 flywheel missing something? or is this spot supposed to be open. Motor seems to be down on power at wot and noticed this when I replaced the rectifier / regulator. Thanks

I have a 9.9 Johnson that seems to run great until you put the motor cover on then it dies. I believe its not getting enough air. If you lift the cover quick it starts running fine again. Is there a breather somewhere?
