    Do the 21p and then the 17p
    Record all the RPM's/speed and post them.
    Get a tiny tach and see if it records the same as your tach.

    If you have a wash tub deep enough to cover the cavitation plate by 2-3in then keep the tub.

    The small terminal on the side towards the carbs is the ignition(yellow).
    The other side is a black or ground.

    The shift mechanism might be corroded.
    Drop the drive and clean the bellcrank.
    The exhaust flapper might have fell into the shift rod/bellcrank.

    If it came original on the pontoon then you probably have the right prop.

    Flow test.
    Water should flow through the manifold as fast as it's put in.
    Remove the manifold hook up a hose and see if it leaks into any cylinders.

    I've found in areas that deepfreeze you should fill with antifreeze.
    Just draining doesn't always do a good enough job.

    You don't need any lube on this part.
    Lap the taper and make sure the compound is all cleaned off.
    Then with DRY/CLEAN components put the key in and...
