95 4.3 mecruiser throttle issue

here is my problem when I start to throttle the boat i get to around 3800rpm's and it feels like the throttle just gives up and there is no more power in the engine if i very slowly throttle up it does better is there a chance the throttle cable could be slipping to not finish throttling up to full power

i'd lean more towards a fuel or ignition issue
