Where is idle?

I have a 2 hp Evinrude 1987. I turn it around for reverse. It goes as soon as I lower the engine, but I can't find idle. The controls are not in the idle (except stop button) & throttle lever is on top of the engine. Thank you.

If you turn it 180 degrees for reverse you don't have a neutral (idle?). It's always in drive when running. Oddly I don't see a 2 hp. 1987 listed but that's my best guess regardless of HP. Rick.
