200 Merc EFI won't stay running

I have a 1999 triton w/ a merc 200 EFI that I have owned since it was new. I took it out at least once a month until a couple years ago. To make a long story short, it sat for awhile and the gas went bad. I took it to a shop and they basically took out the bad gas and fixed a bunch of things that didn't need fixing. It ran ok when I brought it home(on muffs) the first time. Now it will barely start (it runs for 5-10 seconds) I can not hear the fuel pump run when I turn the key on. I put a DVM (fluke 87) on the pump terminals. It says .87 when I turn the key to the on position. After it starts it jumps from 0 to 2 volts. Does this sound like a candidate for a good seafoam soaking?
