2004 15 hp mercury will not start

my 15 hp mercury will not start. im getting a spark. i checked to see if the woodriff key was sheared to see if it was still in time. its good. the only other thing i can think of is a fuel problem. having said that it will not even turn over with starting fluid. im stumped............thanks for any help you could give me

Never use starting fluid it will damage your engine. If you have spark and fuel or starter fluid it should fire if it has compression, if it has compression and the plugs are good then it could have a damaged reed valve.
