3.7 L Mercruiser Quadrajet Tuning

I have twin 3.7's and the starboard engine requires the throttle to be well advanced of the port engine to get the same rpm's (in the 3600 to 4000 rpm range). Engines are fairly well synchronized in the lower rpm ranges. Both engines are new remans by Jasper. Starboard quadrajet was replaced by a mechanic in an attempt to help an idling problem. Suspect there is an issue with secondary tuning but really don't know for sure. Appreciate any input.
