I have 60hp merc that has no power at low end. I cleaned the carbs by soaking them and new rebuilt kit. I cannot figure out if it is power problem or fuel problem. I can remove the top spark plug wire while running and it acts like it doesn't even affect it it seems to keep running, yet if I plug it back in and remove one of the other two it kills it. The top plug has spark on it I can see it, yet if I compare the three plugs the top one still looks brand new yet the bottom two are browning up like they are burning fuel. Could it be the fuel or electrical or both? When I give it full throttle on the water the boat seems like its barely moving.
