1975 johnson 25 hp fast idle help

i have a 1975 johnson 25 hp outboard. i just bought it took it to the lake and it ran great. then the next day me and my brother go fishing. i started and it it went forward like it was in gear. then i shifted into gear and it wouldnt go. the idle just came up but no forward speed. so i was tring to figure out was wrong. i kept starting it. after few times the idle was way to fast to let it keep running at idle. i brought it home and found the shear pin had sheared. it looked like somebody put in a brass bolt to. i replaced that. but its still idling way to fast to put it in gear. it also has both tiller control and steering and controls and the steering wheel. the tiller control wont turn much but the controls at the steering wheel move back and fourth. i adjusted the remote controls throttle cable all the way down. and the screw on the tiller that only lets the idle go so low is about 1/4 inch from touching the stop point on the back part of the tiller handle. maybe the pin shearing and the high idling doesnt have anthing to do with one another. i appreciate the help. sorry its so long.

I think you may have a broken shift cable,or the connection in the box or engine broke.You can disconnect at the eng.and see if all works OK manually.Have someone work the throttle and shift ,while cables are disconnected at motor.Be sure it goes in and out.I think its the shift cable.
