Mercury 9.9 starting problem

I have a 2004 Mercury 9.9 with the shifter integrated into the throttle handle. Most of the time the engine start fine. Sometimes when the engine is warm (not cold or hot), it is impossible to start. I have noticed that if I quickly shift into gear and "goose" the throttle just as I'm finishing my pull on the starter the engine will sometimes start. Needles to say, this is a little rough on the engine and potentially dangerous. My assumption is that the engine is not getting enough fuel. I keep the idle adjustment set to "Max". I've tried starting with the choke on and off.
Is there some other adjustment that might help?
