Question about 4.3 Mercruiser I/O

Someone gave me this old boat, its a 19' Glaspar, 1987. I'm told the motor and outdrive work fine. Its a 4.3L Mercruiser engine. Everything else in the boat gets power except the motor. Someone removed the control box, do I have to have the control box to start the engine? Just wondering if it has to be in neutral or something in order for it to send power to the starter. Like I said when you turn the key everything else behaves like its supposed to except the engine, doesn't seem to get power to the starter. Thanks for your help! Also it has a circuit breaker that says "push to reset". I'm wondering if theres a fuse somewhere I need to check? I pushed it but couldnt figure out if its something that you can pull out and check to see if its got a blown fuse.

Yes, you do have a neutral safety switch... and if the control box is gone, the chances are good the wire has simply been cut. Here is a generic wiring diagram - it may or may not be like yours. DonS is the guru who has all the pictures for the different models. But this should get you pointed in the right direction:
