1975 50 horse,electric shift outboard starter rotates wrong way

In recent years, I have rebuilt a number of starter motors for these outboards. Today, I installed one and it rotates in a clockwise direction, so, it turns rapidly, but won't engage and even if it did, it wuld turn the flywheel in the wrong direction. What on earth caused this?

polarized wrong. it runs on direct current on the battery cable are backward on battery,, which would cause other probelm.

Actually, I jumped it directly from battery to starter with cables and reversed polarity, because I had the same thought, and it still rotated the same way! It makes no sense.
