The bottom cylinder was not firing, but had spark. So I pull the carbs to do a cleanout and find that the brass float had broken. The ring part broke away from the pivot/needle valve piece. Looks like the two pieces were soldered together with lead solder. So I just soldered the the pieces back together.
After that repair, the motor runs much better.
This is my first Force (1985, 85hp) and I have never, ever seen a float come apart like that!
Is that a common problem with the type C carbs?
